(a) An applicant, registrant, operator or employee shall permit representatives of the City of Norfolk Police Division, Planning and Development Department, Fire Division and any other state, county or city agency in the performance of any function connected with the enforcement of this article or other applicable laws, to inspect the premises of a sexually oriented business, for the purpose of ensuring compliance with the law, at any time it is occupied or open for business.
(b) An applicant, registrant or operator of a sexually oriented business or his or her agent or employee commits an offense if he or she refuses to permit an inspection of the premises by a representative of an agency designated in subsection (a) of this section at any time it is occupied or open for business.
