Sec. 2-17.1.5. Council president; term of office; acting president; duties.
(a) The city council shall elect at its first meeting in December of each even numbered calendar year one (1) of its members as president of the city council and he or she shall preside at all meetings of the city council in the absence of the mayor.
(b) In the absence of the president of the city council, the council shall elect one (1) of its members to occupy the place temporarily, who shall be designated as acting president of the city council. The president and acting president of the city council, when occupying the place of mayor, shall have the same privileges as other members of the city council; and all acts of the president or acting president of the city council while so acting shall be as binding upon the city council and upon the city as if done by the mayor.
(c) The president of the city council is hereby empowered to be the city's representative on the Nebraska League of Municipalities' Legislative Committee or in the alternative to appoint from the city council the city's representative to said committee with the approval of the city council. The term of the president of the city council or his or her appointee on said committee shall be co-terminus with the office of the president of the city council as provided herein.
(d) The president of the city council shall, at the next regular city council meeting following his or her election, appoint the members of the city council to the city council's standing subcommittees as set forth in Section 2-21.l(a) of this Code. The president of the city council's appointments to the city council's standing subcommittees shall be co-terminus with the office of the president of the city council as provided herein.
