(a) There shall be a stormwater fee for all customers of city water and/or city sewer for stormwater regulatory compliance and the use, upkeep and maintenance of the city's stormwater collection system.
(b) All customers of city water and/or city sewer shall pay per billing cycle a stormwater fee. The fee shall be as set forth in Sec. 2-5 of this Code. The fee shall be applied to every metered customer on a per meter basis.
(c) The expression "per billing cycle" as used in this section shall mean the period for which the water and/or sanitary sewer service charge is payable.
