City Administrator

The City Administrator for the City of Norfolk is Andy Colvin. Colvin began his duties as Norfolk's City Administrator on June 19, 2017. The City Administrator is responsible for ensuring the policy decisions made by the City Council are executed and for the timely and cost-effective delivery of the City's public services. The City Administrator is appointed by the mayor with the approval of the City Council. 

The City Administrator has many duties, including: 

  • Carrying out City Council goals and policy decisions
  • Appointing division heads and staff according to Nebraska Law
  • Managing all day-to-day functions of City divisions
  • Delivery of public services in an efficient manner
  • Managing the City budget
  • Attending City Council meetings
  • Informing and advising the City Council of any and all City matters and policy
  • Serving as the City representative for various groups, agencies and organizations
