City Administrator to Transition to New Role to Support Economic Development Pending Council Approval

The City of Norfolk is pleased to announce plans for an exciting leadership transition that aligns with Mayor Shane Clausen’s vision to advance economic development and collaboration. Andy Colvin, who arrived in Norfolk in 2016 as the Economic Development Director and has served as City Administrator since June 2017, will transition into the role of a Strategic Development Consultant in March, subject to approval at Monday’s City Council meeting. Colvin will focus exclusively on fostering new opportunities for growth, funding, and economic partnerships in Norfolk and Madison County. This move is part of the strategic plan to drive innovation, foster local business growth, and create new opportunities for the region. 

“This will be a major step toward a more focused and strategic approach to economic development,” said Mayor Shane Clausen. “With a strong background, passion, and experience in building communities, Andy is the right person to lay the groundwork for this vision. This move is a win-win for the city and its growth potential.”

Colvin will leverage his extensive experience in City Administration to work closely with businesses, entrepreneurs, and community leaders to shape a prosperous future for the community. With a deep understanding of the area’s strengths and potential, this new role marks an exciting opportunity to attract investment, create jobs, and enhance the quality of life for residents.

Subject to approval by the City Council, Colvin will begin his new role on March 4th, 2025.  Over the next month, a transition plan for interim leadership will be prepared.   Mayor Clausen will appoint Tim Wragge, Norfolk Fire Chief, as Interim City Administrator to ensure a seamless transition until a permanent candidate is selected for the position.
