Confirmed Norfolk COVID-19 Case Triggers Directed Health Measures

A confirmed case of what is deemed to be “community spread” transmission of Covid-19 in Norfolk was announced late yesterday by the Elkhorn Logan Valley Public Health Department https://bit.ly/2xt2yBb. As in other similarly impacted areas of the state, this event has triggered the State of Nebraska to issue Directed Health Measures (DHM) in counties within the public health department’s jurisdiction, including Madison, Stanton, Cuming and Burt Counties.

The DHM, issued by the Nebraska Department of Health and Human Services, can be found here https://bit.ly/3dFSEfY. The order took effect as of 9 am today. Key new regulations include mandated limitations on social gatherings to ten people or fewer, limiting restaurant services to takeout, curbside and delivery only, discontinuing on-site consumption at bars (yet allowing for delivery and takeout options), and prohibition of elective surgeries.

“Like other communities around our state, we are entering into a new chapter of efforts to slow the spread of coronavirus,” said Mayor Josh Moenning. “A confirmed case of ‘community spread’ means new business and health care restrictions are in place and that recommendations on gathering limits become legally enforceable. As before, we will continue working with community partners to promote public safety, slow the spread and mitigate the impact of this virus, and creatively support and utilize the services of our small businesses in the meantime.”

A joint news conference, including city officials, public health officers, and health care providers, will be held Monday, with details forthcoming.
