Bicycling and Walking Network Assessment

Project Overview:

This study analyzed the bicycling and walking conditions in the city, developed future bicycling and walking network recommendations, and focused on developing a safer, more connected network of on-street and off-street bicycle facilities, sidewalks, and street crossings throughout Norfolk. 

The focus area of this study was a quadrant in the northeast part of the city - north of Norfolk Avenue and east of North 13th Street/Highway 81 - but also considered immediate bikeway and sidewalk connections to the east and south within the city. Results of this assessment were used to develop bicycling and walking network recommendations for the Benjamin Avenue reconstruction project.

Project Schedule:

  • An interactive map was available for the public to comment on the City website from March through April 2019
  • Toole Design visited Norfolk to gather community input on March 18 - 20, 2019
  • A community workshop was held for citizens to share their vision for Norfolk's trails on March 19, 2019
