The City of Norfolk is pleased to welcome Rita Heinemann to the staff as she has been named the next Executive Director of the Housing Agency.
Heinemann joins Norfolk from Fremont, where she led the Fremont Housing Authority since 2016. She is a dedicated leader in the affordable housing industry, with a distinguished career spanning over twenty-seven years. Known for her commitment to community development and effective housing management, Heinemann brings a wealth of experience and a passion for service to her new role for the City of Norfolk.
“We are excited to bring Rita onboard to lead the Norfolk Housing Agency,” said Andy Colvin, City Administrator. “Her experience and knowledge will help ensure diverse housing opportunities for the entire community, especially those most in need.”
Heinemann holds an Associate of Applied Science in Human Services, a Bachelor of Science in Non-Profit Administration, and a Master Certificate in Public Administration. These qualifications equip her with a strong foundation in both strategic management and public sector operations. Her professional credentials include the NAHRO Certified Management Executive (CME) credential, Nan McKay Voucher Executive Management (VEM) certification, and the NAHRO Public Housing Manager (PHM) designation.
“I am very excited to become part of the team at the City of Norfolk. Together, we can achieve great things to advance housing in this growth-minded community,” said Heinemann.
Heinemann’s first day will be November 4. She will succeed Gary Bretschneider, who is retiring after 16 years with the City, having served as the Housing Agency Executive Director since 2019.
