The agencies involved in the arrest include the Sioux City Police Department, Woodberry County Sheriff’s Office, the Iowa State Patrol and the U.S Marshall’s Fugitive Taskforce. Regional after hospital security requested assistance with a male subject that was creating a disturbance.
A family member dropped off the male subject identified as Steven Vargas 21, of Norfolk at the hospital.

On June 25, 2020 at 6:25 a.m., Norfolk Police were called to check on a male sleeping in a running car in the 1200 block of Koenigstein Avenue. Officers arrived and found a male passed out in the driver’s seat. Officers recognized him as Riley J. Hamilton, 22, of Norfolk. Officers were able to wake Hamilton from his sleep.
