On July 8, 2022 at 10:52 p.m., a Norfolk Police officer conducted a traffic stop on a vehicle with expired license plates.  The driver was identified as Angel A. Ibarez, 28, of Norfolk.  A check of his license showed two extraditable arrest warrants from California.
