January 22nd Press Release

On 1/21/2020 at 12:50 p.m., Norfolk Police were called to the 1300 block of Riverside Boulevard for a female rummaging through cars. Officers arrived and had contact with the suspect who was identified as Opal E. Lehmann, 35, of Norfolk. Witnesses told officers that they had seen her rummaging through two different cars in the parking lot. Neither of the cars belonged to her. This activity is against city ordinance. Officers tried to speak with Lehmann, but she ignored them. She then attempted to leave and the officer tried to convince her to sit down. She refused and the officer had to grab her coat to prevent her from leaving. She resisted and tried to get away from the officer. She had to be handcuffed and was arrested for obstructing a police officer and resisting arrest. In a subsequent search, officers recovered two small plastic baggies containing a crystal like substance from her coat pocket. This substance tested positive for methamphetamine. She was then also arrested for possession of a controlled substance. She was housed in the Norfolk City Jail and later transferred to the Madison County Jail.


On 1/21/2020 at 11:23 p.m., Norfolk Police were called to a residence in the 1200 block of West Phillip Avenue regarding a domestic disturbance that came in as an open 911 call through an in-vehicle cell phone connection. Upon arrival, officers observed a male and female in an altercation outside the driver's side door to a vehicle, which was parked in this residence's driveway. Upon making contact with the female party, Brittany A. Edwards, 34, of Norfolk, officers could smell the odor of an alcoholic beverage coming from her breath and noticed that her eyes were red and glossy. Officers interviewed the two and determined that Edwards was the driver of the vehicle. She was requested to perform field sobriety maneuvers and to submit to a preliminary breath test. The results indicated impairment. She was then placed under arrested for aggravated driving under the influence third offense. She was housed in the Norfolk City Jail and later transferred to the Madison County jail.


On 1/21/2020 at 10:19 a.m., Norfolk Police were dispatched to a check welfare at an apartment in the 100 block of N. 25th Street. Family members of a female were concerned that a female’s ex-husband was in the apartment and that she may be in danger. When officers arrived at the residence they had contact with the female. Officers noticed bruising on the female’s arms. Officers also had contact with a male who was at the residence. He was identified as Rael Carlos Diaz Estrada Palma, 37, of Norfolk. Through interviewing the female victim and Diaz, it was learned that there was an argument the previous night between the two and that Diaz had grabbed the female by the arms causing the bruising. It was confirmed that there was an active protection order against Diaz and that the female was the protected party. Diaz was arrested for third degree domestic assault and violation of protection order. He was housed in the Norfolk City Jail and later transferred to the Madison County Jail.
