Norfolk Police commonly conduct sex offender registry checks to verify that the individual is living at their registered address in accordance with the law. One of the individuals assigned for verification was David C. Wilhelm, 58, of Norfolk. During the verification investigation it was learned that Wilhelm was not living at his registered address for about three weeks in June. Officers located Wilhelm and arrested him for violating the sexual offender registry act. He was housed in the Norfolk City Jail and later transferred to the Madison County Jail.
On June 30, 2020 at about 11:54 p.m., Norfolk Police had contact with Danica B. Loseke, 39, of Grants New Mexico. A check of her license showed that there was an active South Dakota arrest warrant issued for violating her parole. Officers took her into custody. In a subsequent search, officers recovered a clear plastic baggie that contained a white crystalline substance from her purse. The substance tested positive for methamphetamine. She was then also arrested for possession of a controlled substance. She was housed in the Norfolk City Jail and later transferred to the Madison
