July 14th Press Release

 

On July 13, 2022, at 8:13 a.m., a business in the 100 block of E. Norfolk Avenue reported the shoplifting of several frozen pizzas and chips that a male suspect had concealed in a backpack that he was wearing.  The employee reported that the suspect ran westbound from the store and was currently near the intersection of 1st Street and Norfolk Avenue.  They provided a description and that the suspect had a skateboard.  Officers located the suspect near 2nd Street and Park Avenue.  He was identified as Vito A. Desilva, 18, of Norfolk.  Officers recovered the stolen property and Desilva was given a citation for shoplifting.  He refused to sign the citation, crumpled it up and threw it on the ground.  He was then issued another citation for littering.  Again, he refused to sign the citation.  The officer placed the citation in his backpack and told him that he was free to leave.  Desilva, spat on the marked police cruiser parked next to him, picked up his skateboard, and struck the windshield of the police cruiser causing significant damage to the windshield.  He then fled on foot.  Officers followed and took him into custody.  He was arrested for criminal mischief and obstruction of a police officer.  He was housed in the Norfolk City Jail and later transferred to the Madison County Jail.
