On July 29, 2021 at 6:15p.m. Norfolk Police dispatch received a 911 hang up.  When dispatch called back a female answered the phone and asked for help and then hung up the phone again.  Officers responded as dispatch attempted to call back.  Dispatch called back again and the female indicated that she had been assaulted and provided the name of the suspect (Jeffrey Hoadley 29, of Norfolk).  When officers arrived on scene, they observed a female subject on the front porch of the house.  A male subject then came out of the house.  Officers instructed the male subject to come off the porch.  The male subject refused.  The male subject was instructed again to leave the porch so officers could speak to him.  The male subject left the porch and started to talk to the officers, but suddenly attempted to run away.  Officers pursued the male subject and caught him after a short pursuit.  Officers had to struggle with the subject to get him into custody.  The subject was identified as Jeffrey Hoadley and was arrested for Obstructing a Police Officer and Resisting Arrest.  During the investigation, officers could see bruises on the victims face, arms and throat.  The victim informed officers that during a previous incident the suspect had placed his hands around her throat and restricted her breathing.  The victim also advised that during the scuffle the suspect struck her in the face.  Jeffrey L. Hoadley was booked in to the Norfolk City jail for Obstructing a Police Officer, Resisting Arrest, 3rd Degree Domestic Assault, and Strangulation.  He was later transported to the Madison Co. jail.
