On June 17, 2022, at 9:18 p.m., Norfolk Police were called to a business in the 200 block of Norfolk Avenue for an intoxicated male who was initiating verbal arguments and refusing to leave the establishment.  Officers had contact with Connor B. Flood, 31, of Omaha. He showed signs of intoxication and was verbally aggressive toward other patrons of the business.  Staff at the business no longer wanted him there and he was issued a written trespass warning by the officers.  He received his written warning reluctantly and left the property.  As he was leaving, he challenged another male on the sidewalk. About 30 minutes later, Flood was at a nearby gas station causing more problems.  Police were called once again.  Staff there advised that he was harassing other customers and calling them names.  He left just prior to officer's arrival.  Flood went directly back to the original business. Officers again and had contact with him.  He was uncooperative and refused to speak to the officers. He soon ran from the officers and hid between parked cars.  Officers located him and Flood once again tried to escape contact.  As he ran away, he fell down into the paved street causing minor injury to his hand and elbow.  He was placed under arrest for second degree trespass, obstructing a police officer and two counts of disturbing the peace.  He was held in the Norfolk City Jail and later transferred to the Madison County Jail.

On June 19, 2022, at 12:12 a.m., a Norfolk Police officer conducted a traffic stop for a stop sign violation at 4th Street and Braasch Avenue.  The driver was identified as Amber N. Nielsen, 28, of Kalispell Montana. As the officer spoke with Nielsen he could smell the distinct odor of burning marijuana inside the car.  The officer observed a glass marijuana bong with burnt marijuana residue in it.  The bong was sitting on the floor just below the driver's seat. The bong was seized and the car was searched.  Officers recovered two commercial plastic bags with marijuana, a marijuana grinder, and several Alprazolam medication pills, which Nielsen did not have a prescription for. Officers questioned her about the controlled substances and the situation.  At the conclusion of the investigation, she was arrested for possession of marijuana with the intent to distribute, and possession of a controlled substance.  She was held in the Norfolk City Jail and later transferred to the Madison County Jail.
