On June 24, 2022 at 2:51 a.m., Norfolk Police were called to a business in the 1000 block of S. 13th Street for a suspicious person who had been sitting in a vehicle for several hours.  When officers arrived, they attempted to contact the driver of the running vehicle.  After several attempts, they were able to wake the driver.  He was identified as Nour Koualti, 26, of Norfolk.  Koualti was quite disoriented and confused how long he had been at the business.  He was questioned about drug and medication usage.  He was also asked to preform field sobriety maneuvers.  They showed impairment. He submitted to a urine test for controlled substances. In a search of the vehicle, officers recovered a small scale and cocaine. He was arrested for driving under the influence of drugs, fourth offense and possession of a controlled substance.  He was housed in the Norfolk City Jail and later transferred to the Madison County Jail.
