May 22nd Press Release 2023

On May 21, 2023, at 12:28 a.m., Norfolk Police were called to 309 N. 9th Street for the report of a disturbance.  The reporting party advised that their neighbor was screaming loudly at the tenants of another residence on Prospect Avenue.  He was yelling about people being naked.  Officers had contact with Joe A. Kleve, 63, of Norfolk, who was outside yelling and disturbing the neighbors.  Officers issued him a citation for the disturbance, but he would not sign the citation and retreated back inside his home.  Officers left the area but returned about ten minutes later as Kleve had again come outside and was yelling. Again, officers had contact with him.  This time he was arrested for disturbing the peace and second-degree trespassing.  He was housed in the Norfolk City Jail and later transferred to the Madison County Jail.

On May 21, 2023, at 6:53 p.m., Norfolk Police were called to the 1800 block of Vicki Lane for a trespassing call.  A female had been banned from the property and had returned with a male to retrieve property from an abandoned vehicle.  Officers had contact with the male and female.  The male claimed not to have an identification and verbally provided a name and date of birth to the officer.  This turned out to be a false name and date of birth.  He was later identified as Dominique J. Gonzalez, 31, homeless. A check of his record showed an active Madison County arrest warrant.  He was taken into custody for the warrant.  In a subsequent search, officers recovered a baggie of methamphetamine from his pants pocket, and two glass pipes from a backpack he had.  He was also arrested for possession of a controlled substance.  He was held in the Norfolk City Jail and later transferred to the Madison County Jail.
