On October 29, 2021 at 2:46 p.m., Norfolk Police and Norfolk Fires & Rescue were called to a one vehicle accident near the intersection of 13th Street and Nebraska Avenue.  Upon arrival officers had contact with the lone driver who was identified as Christopher D. Mueller, 30, of Norfolk.  Officers observed that Mueller was exhibiting signs of impairment when they arrived.  Witnesses stated that the driver had possession of an aerosol “air duster” can before officers arrived.  Officers recovered two of these aerosol cans from the vehicle.  Mueller was arrested for second offense driving under the influence of drugs – inhaling intoxicants.  He was booked into the Norfolk city jail, posted bond, and was released. 

On October 30, 2021 at 1:07 p.m., Norfolk Police were called to a parking lot in the in the 2300 block of Taylor Avenue.  The reporting party stated that there was a man sitting in a vehicle “huffing” from a can and was afraid that the man would drive away.  They further indicated that this was the same individual that was involved in an accident the day before and provided a description and location of the vehicle.  An officer arrived and approached the car on foot.  The officer observed that Mueller had an air duster can in his hand near his chest and saw his head constantly falling forward and moving backward. He then put the can up to his mouth and inhaled the substance from the can.  Mueller was then placed under arrest for inhaling or drinking certain intoxicating substances.  He was evaluated by Norfolk Rescue and taken to the Norfolk City Jail.  Two additional cans of air dusters were on the front seat of Mueller's vehicle and they were very cold showing they had been recently used. Officers also recovered receipts from a nearby business that showed he had purchased three cans of air duster earlier in the day. 

On October 31, 2021 at 2:45 a.m., Norfolk Police were called to a residence in the 300 block of N. 12th Street for a disturbance.  Officers had contact with a male and female whom had been involved in verbal argument.  The male, Rashid D. T. Perry, 21, of Norfolk, agreed to leave for the night.  Officers were called back to the residence at 3:47 a.m.  Perry had returned and was actively assaulting the female as officers arrived.  Perry was taken into custody.  Children were present and witnessed the assault.  Perry was arrested for third degree domestic assault and child abuse.  He was housed in the Norfolk City Jail and later transferred to the Madison County Jail.
