October 18, 2021 Press Release

On October 15, 2021 at about 8:30 a.m., Norfolk Police were called to an apartment in the 1400 block of County Club Road for an assault report.  The female victim reported that Kyle J. Walter, 32, of Norfolk, had just assaulted her and had Left.  She explained that they were in a verbal argument and that Walter grabbed her by the throat and pushed her into a door.  The victim’s neck had redness and bruising consistent with someone grabbing and squeezing her neck.  She also had injuries from being pushed in the door.  A statement from a witness was consistent with the victim’s account of the incident.  Walter was located and placed under arrest for strangulation, and third degree domestic assault.  He was housed at the Norfolk City Jail and later transferred to the Madison County Jail

On October 17, 2021 at 9:57 a.m., a Norfolk Police officer saw an individual whom he recognized as Michael J. Fowler, 30, homeless, operating a car.  The officer knew that Fowler’s license was under suspension and conducted a traffic stop.  The suspension was verified and Fowler was taken into custody.  In a subsequent search of the car, officers recovered, a plastic baggie and a red straw with a white powder like residue from the center console. Both items tested positive for methamphetamine.  Fowler was arrested for driving under suspension and possession of a controlled substance. He was housed at the Norfolk City Jail and later transferred to the Madison County Jail.

On October 16, 2021 at 4:26 a.m., Norfolk Police were called to a disturbance at an apartment in the 100 block of E. Park Avenue.  It was reported that a female was attempting to light the inside of the apartment on fire, and that she was armed with a knife. Upon officers' arrival, officers observed a male and female inside the apartment in a physical altercation.  The female was in possession of a kitchen knife. Officers also observed smoke inside the apartment, and could smell smoke coming from within the apartment.  The male and female were separated and the female was identified as Rita M. Diedrich, 43, of Norfolk.  The male stated that they both lived in the apartment and that Diedrich attempted to light the apartment on fire using the stove top, and several plastic bottles and her own purse as kindling. All of these burnt items were located in the apartment.  Diedrich was arrested for first degree arson.  She was housed at the Norfolk City Jail and later transferred to the Madison County Jail.

On October 17, 2021 at 10:58 p.m., Norfolk Police were called to the area of the 200 block of East Phillip Avenue for an assault report.  The male victim reported that Caroline A. Sischo, 21, of Norfolk, had just assaulted him.  The male explained that he and Sischo were in a verbal argument and that Sischo took his phone and hit him in the face as well as in the chest, before he was eventually able to leave. The male had dried blood around his lips from where he was struck. Sischo was located nearby and questioned about the incident. Sischo was then arrested for third degree domestic assault.  She was housed at the Norfolk City Jail and later transferred to the Madison County Jail.
