On October 6, 2021 at 12:01 p.m., Norfolk Police received a report of a reckless driver.  The reporter was following a vehicle and reported that it was all over the road and was driving very unsafe. The reporter provided a description and license plate and also continued to follow the vehicle until officers arrived in the area.  Officers located the vehicle and observed it cross the center line twice within two blocks.  They then initialed a traffic stop and had contact with the driver who was identified as Matthew V. Vaughan, 36, of Norfolk.  During this contact, officers saw an open bottle of alcohol in the cup holder next to him and could smell alcohol coming from Vaughan.  He was asked him to perform field sobriety maneuvers, however, he was unable to safely complete them.  He also refused to submit to a preliminary breath test and refused a chemical test of his breath.  Vaughan was arrested for driving under the influence of alcohol 4th offense, refusal to submit to a preliminary test and refusal to submit to a chemical test.  He was housed in the Norfolk City Jail and later transferred to the Madison County Jail.
