September 21 Press Release

On September 20, 2020, at 2:12 a.m., a Norfolk Police officer performed a traffic stop in the 700 block of Prospect Avenue on a speeding vehicle. The driver was identified as Jamie L. Johnston, 33, of Norfolk. As the officer was speaking with Johnston, he could smell alcohol. She was requested to perform field sobriety maneuvers. The results indicated impairment and she was arrested for driving under the influence of alcohol, first offense. In a search of the vehicle, officers recovered a white powdery substance in a Ziploc baggie rolled up in a dollar bill. This substance tested positive for cocaine. A second bill containing more cocaine was located in Johnston’s clothing once she arrived at the jail. She was then arrested for possession of a controlled substance. Johnston was housed in the Norfolk City Jail and later transferred to the Madison County Jail.

On September 18, 2020 at 1:06 p.m., Norfolk Police were called to a business in the 2600 block of West Norfolk Avenue. The reporting party stated that there was a male acting erratically by the dumpster. When officers arrived, they saw the male entering the business and heading toward the restrooms. He was stumbling as he walked and was very unstable on his feet. Officers briefly spoke with him just outside the restroom door before he continued inside. When he entered the restroom, he discarded two syringes in a trash can. Officers recovered both syringes, and questioned him about them. One of the syringes had a dark, cloudy substance inside. The substance tested positive for heroin. Jose Rivera 43, was arrested for possession of a controlled substance. In a subsequent search, officers recovered a pair of brass knuckles from him. He was then also arrested for carrying a concealed weapon. He was housed in the Norfolk City Jail and later transferred to the Madison County Jail.
