Mayor Josh Moenning recognized the Arc of Norfolk for its 70th anniversary at Monday’s City Council Meeting.

The Arc of Norfolk came together in 1953 when little was known about the condition of developmental and intellectual disabilities or its causes; and there were virtually no programs and activities in the community to assist in the development and care of children and adults with disabilities or to support their families. Due to members’ collective desire to raise children in their homes and their stubborn refusal to accept that institutionalization was the only option, The Arc was formed.
