Assessed Valuation Cards Explained

In response to recent inquiries and concerns from Norfolk residents regarding the assessed valuation cards they have received in the mail, the City of Norfolk wishes to provide some additional information and clarification for the public.  

Assessed valuations are set by the Madison County Assessor and not by local municipal officials.  The City of Norfolk is responsible for setting its annual levy rate during each budget cycle.  Assessed valuations received within the last week will affect the 2024-2025 fiscal year property tax asking for the City.  The Norfolk City Council will discuss the levy rate during the annual budget process, which takes place during one or more work sessions held in late July or early August of each year.  These work sessions are open to the public just as other meetings of the City Council.  

Since 2021, the levy rate for the City has decreased by 4.67%.  Of your total property tax bill, approximately 15% goes to the City.  In other words, for each $100,000 of valuation the City collects $293 (current fiscal year) to pay for public safety, street maintenance, parks, the library and general government operations. 

The City of Norfolk understands the significance of assessed valuations, but the process to determine these assessments falls within the jurisdiction of the Madison County Assessor's office.  We encourage residents with questions or concerns regarding their assessed valuations to reach out directly to the Madison County Assessor’s Office at 402-454-3311 extension #6.
