City of Norfolk Names New HR Director

The City of Norfolk is pleased to announce that Jessica Dvorak has been named the new Human Resources Director.  

With over a decade of experience, Jessica is a certified and experienced professional in Human Resources with a broad range of expertise, including employee retention, conflict resolution, organizational policy, and employee development.  Most recently, she has served as Vice President of HR & Organizational Development at Northeast Community College since August 2021. 

“We are thrilled to have someone with Jessica’s expertise as a part of our team. As we strive to define what the City of Norfolk looks like for the future, her leadership will be fundamental as we work toward becoming an employer of choice,” said City Administrator Andy Colvin. “The experience she offers will enhance our City team and help us continue to deliver the high level services to Norfolkans.”

Prior to her VP role, Jessica served as both Director of Human Resources, Talent & HR Compliance, and Human Resources Compliance Officer for Northeast Community College.  She holds a Bachelor of Applied Science in Business Management with an HR focus as well as a Master of Science in Organizational Management with an HR focus, both from Peru State College. She is currently pursuing an Executive Juris Doctor degree through Purdue University with a focus on education and employment law.

Dvorak is slated to begin with the City on February 12th.
