On April 20, 2021, a female reported that she has a protection order against Jared W. Kirby, 26, of Hoskins.  The protection order prohibits Kirby from contacting the protected female.  The victim showed the officer multiple text messages and Facebook messages from Kirby between the dates of April 16, 2021 and April 19, 2021, along with a hand written letter from him.  Officers spoke with Kirby on April 24 and arrested him for a protection order violation.  He was housed in the Norfolk City Jail and later transferred to the Madison County Jail.

On April 23, 2021 at 12:26 p.m., Norfolk Police were called to the 1800 block of Vicki Lane to assist a Nebraska State Probation Officer with a probation search.  The probation officer had recovered a small bag of marijuana and a prescription medication pill from Dominic A. Juarez, 19, of Norfolk.  The pill was identified as Dextroamphetamine, a Schedule 2 controlled substance.  Juarez was arrested for possession of a controlled substance.  He was housed in the Norfolk City Jail and later transferred to the Madison County Jail.
