August 28th Press Release 2023

On August 26, 2023, at 5:07 p.m., Norfolk Polce responded to a suspicious person call in the 100 block of East Norfolk Avenue.  It was reported that there was a male subject with no shirt and wearing shorts, walking back and forth while yelling at others that were passing by. Officers located the male and identified him as Jacob M. Thramer, 32, homeless. Thramer was acting erratically and appeared that he was under the influence of an illicit substance.  In a subsequent search, officers recovered a glass pipe and small baggie of methamphetamine from him.  He was arrested for possession of a controlled substance. He was housed in the Norfolk City Jail and later transferred to the Madison County Jail.

On August 27, 2023, at 2:46 p.m., a Norfolk Police officer conducted a traffic stop on a vehicle for a red-light violation.  The officer had contact with the driver who was identified as Kelvin R. Teal, 55, of Walker Louisiana.  During this contact the officer could smell alcohol coming from him. He was requested to perform filed sobriety maneuvers and the results indicated impairment. He was arrested for enhanced third offense driving under the influence. He was housed in the Norfolk City Jail and later transferred to the Madison County Jail.

On August 26, 2023, at 11:54 p.m., Norfolk Police were called to a residence in the 1200 block of West Phillip Avenue for a physical disturbance between a male and female, and that the male had a knife. As officers approached the residence, they could see two children looking out a second story window crying. Officers knocked, and the door was answered by Dylan E. Osborne, 27, of Norfolk.  Osborne's body was bladed with his right arm behind his body. Officers ordered him to show his right hand. When he complied, he was holding a large kitchen knife.  Officers told him to drop the knife, but instead, he slammed the door on them. Officers attempted entry into the home, but Osborne was preventing their entry.  Eventually officers had contact with him again and took him into custody.   Osborne was very verbally threatening towards officers during this time.  Officers also interviewed the female who stated that she and Osborn had previously been in an argument.  During the argument, Osborne pushed her causing her to trip and fall, hitting a bathtub.  She sustained injuries to her right hand and arm.  The children were present during this altercation. Osborne was arrested on the charges of third-degree domestic assault and child abuse. He was housed in the Norfolk City Jail and later transferred to the Madison County Jail.
