On August 4th, 2023, at 11:23 p.m., Norfolk Police took a sexual assault report.  It was reported that David D. Perrin, 62, of Norfolk, had sexually assaulted a 12-year-old female.  The victim described the events and details of the location of the assault, which were corroborated by the investigator.  Cell phone evidence was also recovered.  The following morning, at 7:38 a.m., Perrin was located in the 1800 block of South 1st Street and arrested for first degree sexual assault.  He was housed in the Norfolk City Jail and later transferred to the Madison County Jail.
