August 5th Press Release 2023

On August 5, 2023, at 9:10 a.m., Norfolk Police were called to an apartment in the 1000 block of Milan Drive for a protection order violation.  It was reported that Cesar Garcia, 32, of Newman Grove, was at the apartment and would not leave.  The protected person was a resident of the apartment.  Prior to officers arriving they confirmed that Garcia had an active Madison County arrest warrant and had been issued a trespass warning for the property.  When officers arrived, they found Garcia sitting up against the rear sliding door of the apartment.  Garcia was informed about the warrant and was asked to place his hands behind his back. Garcia did not.  Officers attempted to secure him in handcuffs, yet Garcia actively resisted their attempts and continued to try and pull away.  Eventually the officers secured him and took him into custody.  He was arrested for violation of a domestic abuse protection order, second-degree trespassing, obstructing a peace officer, resisting arrest and the Madsion County arrest warrant. He was housed in the Norfolk City Jail and later transferred to the Madsion County Jail.

On August 5, 2023, at 4:33 p.m., a Norfolk Police officer conducted a traffic stop on a vehicle with expired plates.  The vehicle stopped in a business parking lot in the 1200 block of South 13th Street. The driver exited the car and refused to speak to the officer other than to say that the vehicle did not belong to him.  He then fled on foot from the officer and refused to comply with the officer's order to stop.  Officers caught the fleeing driver and, after a brief struggle, he was handcuffed and taken into custody.  He continued to refuse to identify himself. The driver was eventually identified by his fingerprints through the Automated Fingerprint Identification System as Raulin B. Ballard, 37, unknown address.  It was learned that Ballard's driver's license was revoked and that he had an active Lancaster County arrest warrant.  Ballard was arrested for driving during revocation, obstruction of a peace officer, resisting arrest and the Lancaster County warrant. He was housed in the Norfolk City Jail and later transferred to the Madsion County Jail.
