December 5th Press Release 2022

On December 2"*^, at approximately 8:28a.m. Norfolk police officers were dispatched to a residence in the
500 blk of S. P' Street to assist Probation officers. Probation officers were at the apartment doing a home
check on Daniel J. Hubbs 40. of Norfolk. During the check Probation officers located items that appeared
to be related to drugs. Norfolk police started an investigation and tested the items that Probation had
located. A drug pipe and a white substance were tested. The test confirmed that the substance was
methamphetamine. Hubbs was arrested for Possession of a Controlled Substance. Hubbs was booked
into the Norfolk city jail and was later transported to the Madison County jail.


On December 2"'', at approximately 7:56 p.m. Norfolk police officers were dispatched to a business in the
1300 blk of Monroe Ave. The officers were dispatch to a report of a male subject that was in the store
causing a disturbance and refusing to leave the store. When officers arrived they located the male subject
in the store. The male subject appeared to be intoxicated. The officers attempted to identify the subject.
The subject provide a name that the officers were not able to find a record of. The subject provided the
same fictitious name several times to the officers. During the investigation the officers located an ID card
for Tyce J. Deboard 34, from Arizona. The officers were able to verify that the subject was Deboard and
he was arrested for False Reporting. Deboard was booked into the Norfolk city jail and later transported
to the Madison County jail.


On December 3^^ at approximately 9:33a.m. Norfolk police officers were dispatched to a residence in the
900 blk of S. 14"* St. The reporting party reported that Justin A. Tidball 35, of Norfolk attempted to break
into her house. During the investigation officer learned that the reporting party had an active protection
order against Tidball. Tidball attempted to gain entry into the home by using a screwdriver and pushing
the door open. The people that were inside were able to hold the door shut and call police. When the
police were called Tidball fled the scene. Police were able to get a description of Tidball, his vehicle, and
an address. Police were able to located Tidball. Tidball was arrested for Protection Order Violation.
Trespassing, and Disturbing the Peace. Tidball was booked into the Norfolk city jail and was latter
transported to Madison County jail.


On December 4th, at approximately 2:56a.m. Norfolk police officers were dispatched to noise complaint
at a residence in the 1100 blk of S. 9^ Street. When officers arrived they found a loud party with a large
number of people inside of an apartment. While officers were attempting to investigate the complaint,
two male subjects attempted to flee the residence by crawling out of a window. Brenden D. Brown 28,
Norfolk, and Jose Bmanuel Morales 22, Norfolk crawled out of a window and attempted to run away from
the police. After a foot pursuit of both subjects, they were caught and arrested for Obstructing a police
officer. Both subject were booked into the Norfolk city jail. Brown later posted bond and was released.
Morales was later transported to the Madison County jail.
