On January 28, 2022 at 3:30 p.m., a Norfolk Police officer stopped a car for a stop sign violation in the 100 block of Walnut Avenue.  The officer had contact with the driver.  The driver stated that he did not have a driver's license nor any identification on him and that he may have warrants for his arrest.  He was identified as Ivan Capetillo, 22, of Norfolk.  While speaking with Capetillo, the officer saw an open can of alcohol in the center console and could smell alcohol coming from the car.  Capetillo was asked to step out of the car to perform field sobriety maneuvers.  The officer searched Capetillo for weapons.  During the search, Capetillo slipped off the sandals that he was wearing, and ran from the officer.  A short time later, Capetillo was arrested and taken into custody.  At the city jail he refused to preform field sobriety maneuvers.  A sample of his breath, showed that he was over the legal limit to drive.  Capetillo was arrested for driving under the influence second offense, driving during revocation, obstructing a police officer, resisting arrest and three active Madison County warrants.  He was cited for stop sign violation, open container of alcohol and possession of marijuana less than an ounce.  He was housed in the Norfolk City Jail and later transferred to the Madison County Jail.

On January 28, 2022 at 7:15 p.m., a Norfolk Police officer conducted a traffic stop on a vehicle that was missing a head light.  The officer had contact with the driver who was identified as Kristi A. Allen, 33, of Plainview.  During this contact the officer could smell marijuana emitting from the vehicle.  She was questioned about marijuana usage and if there was any marijuana in the car.  In a search of the vehicle, officers recovered two clear plastic baggies containing marijuana along with several prescription medication pills that were identified as containing hydrocodone.  She did not have a prescription for the medication.  Allen was arrested for possession of a controlled substance and cited for marijuana possession.  She was housed in the Norfolk City Jail and later transferred to the Madison County Jail.

On January 29, 2022 at 3:56 p.m., an officer conducted a records check on the registered driver of a vehicle that he saw driving at Benjamin and Queen City Boulevard.  The records check showed that the registered owner’s license was currently revoked.  The registered owner was Ian J. Matteo, 18, of Norfolk.  The officer has had several contacts with Matteo in the past and recognized him as the driver.  The officer conducted a traffic stop on the vehicle and had contact with Matteo.  Matteo provided a false name and date of birth to the officer.  The office confirmed through driver license photos that this was a false name and that Ian J. Matteo was the driver. Matteo was arrested for criminal impersonation and driving during revocation.  He was housed in the Norfolk City Jail and later transferred to the Madison County Jail.
