On February 9, 2024, at 4:02 p.m., a Norfolk Police officer had contact with Dawson J. Finkral, 25, of Norfolk, at the Police Station.  He was reporting an incident that he was involved with that occurred in the 2300 block of S. 1st Street.  During this contact, officers had reason to search Finkral and recovered 32 Oxycodone medication pills that he did not have a prescription for.  In a search of his vehicle officers recovered a bag containing a small amount of heroin.  Finkral was subsequently arrested for two counts of possession of a controlled substance.  He was housed in the Norfolk City Jail and later transferred to the Madison County Jail
