February 13th Press Release 2023

On February 11, 2023 at 1:22 a.m. Norfolk Police responded to a hit and run accident in the 800 block of Queen City Boulevard.  Witnesses identified the run vehicle as a green pickup and provided a description of the sustained damage.  Fifteen minutes later, officers were called to the 1400 block of Elm Avenue for a white pickup driving recklessly in the area.  The pickup had lost a trailer that it had been towing and the trailer was in the lawn of one of the area homes.  As officers were responding, they located the green, hit and run, pickup parked in the middle of the roadway in the 1000 block of Elm Avenue.  The vehicle was on and the driver's door was left wide open. A witness arrived and stated the reckless white pickup was involved in a crash on Magnet Street and that the male driver exited the white pickup and was last seen running northbound.  Officers located the male and identified him as Jeray J. Fourcloud, 19, of Norfolk.  In the subsequent investigation, it was learned that Fourcloud had been driving the green pickup that was involved in the hit and run and that the pickup had been stolen by him.  It was also learned that Fourcloud had stolen a second pickup that night.  I was described as white 3500 Dodge Ram.  In addition, Fourcloud was impaired by alcohol.  He tested over two times the legal limit.  Fourcloud was arrested for driving under the influence of alcohol first offense and two counts of theft by unlawful taking.  He was also issued a citation for leaving the scene of a property damage accident, willful reckless driving, and no operator's license.  He was housed in the Norfolk City Jail and later transferred to the Madison County Jail.

On February 11, 2023 at 8:09 a.m., Norfolk Police were called to a disturbance at a residence in the 400 block of Omaha Avenue.  When officers arrived they had contact with a male and with Jessica L. Elznic, 45, of Norfolk.  The male reported that Elznic was acting erratically by yelling and threatening him.  Elznic had barricaded herself in a bedroom and was yelling at the officers through the door.  Eventually she opened the door stating that she was planning on leaving,  While officers were still on-scene, Elznic assaulted the male by striking him in the stomach.  Officers placed her under arrest for third-degree domestic assault and disturbing the peace.  While officers were handcuffing her, she pulled way and resisted their attempts. She was housed in the Norfolk City Jail and later transferred to the Madison County Jail.  In addition to the assault charge, she was cited for resisting arrest.   

On February 12, 2023 at 3:39 p.m., Norfolk Police were called to Riverside Boulevard and Alaska Avenue for a man with an active arrest warrant.  The male was identified as Jeffrey L. Hoadley, 31, homeless.  Hoadley saw the arriving officers and tried to conceal himself behind a tree.  Officers had contact with him and took him into custody.  Officers recovered a glass pipe that tested positive for methamphetamine on the ground where Hoadly was standing.  He was also arrested for possession of a controlled substance. He was housed in the Norfolk City Jail and later transferred to the Madison County Jail.
