February 16th Press Release 2024

On February 14, 2023, at 7:13 p.m., Norfolk Police 911 received a call from a Spanish speaking juvenile.  A Spanish speaking police officer spoke to the juvenile who described that his mother was being actively assaulted by a male.  The officer stayed on the phone with the juvenile while additional Norfolk officers responded to the residence.  Once the officers arrived on scene, they looked through the home’s windows.  Officers observed an adult male on top of an adult female with both of his arms extended towards the female who was underneath him.  Officers made forced entry into the home and detained the male who was identified as Agusto L. Ramos-Umatambo, 40, of Norfolk.  The female victim had numerous injuries and Norfolk Rescue responded to the scene to evaluate the victim.  The female victim stated that this is the second time she had been assault by Ramos-Umatambo this month.  She showed officers her injuries from the first assault and shared that Ramos-Umatambo had threatened to kill her if she called the police.  During the assault that occurred on February 14th, Ramos-Umatambo assaulted, strangled, and threatened to kill her.  He was questioned about the incident and arrested for criminal attempt of first-degree murder and false imprisonment.  He was housed in the Norfolk City Jail and later transferred to the Madison County Jail.
