On February 24, 2024, at 5:09 a.m., Norfolk Police were called to a residence in the 200 block of South 8th Street for a disturbance.  Officers had contact with an adult female who stated that she had been assaulted by Julio Eugenio Moro Vasquez, 23, of Norfolk.  She described that he had choked and pushed her after a disagreement they had.  The female was holding a child at the time of the assault.  She had a visible mark on her neck and a witness at the scene confirmed the assault.  Vasquez had left the scene in a vehicle prior to the officer’s arrival but was located by a Madison County Deputy who performed a traffic stop.  Norfolk officers responded to where the deputy had stopped Vasquez and questioned him about the incident.  Vasquez was arrested for third-degree domestic assault and child abuse.  The Madsion County Deputy transported him to the Madison County Jail.
