January 29th Press Release 2024

On January 28, 2024, at 2:00 p.m., Norfolk Police responded to a report of a reckless driver near 1st Street and Omaha Avenue. Officers located the vehicle in the 100 block of Jefferson Avenue and had contact with the driver. The driver was identified by his Guatemala passport as 22-year-old Edgar L. Mach-Toxocon. During a search of his vehicle, officers recovered 100 capsules of the prescription drug Tramadol which he did not have a prescription for. They also recovered $3,351 in cash. A check was completed with the El Paso Intelligence Center and it was learned that Mach-Toxocon has crossed the United States border 68 times. According to his passport, he crossed the border 46 times in 2023 and eight times in 2024. He was questioned about the medication and arrested for possession of a controlled substance with the intent to distribute. He was housed in the Norfolk City Jail and later transferred to the Madison County Jail.
