On January 29, 2024, at 6:34 p.m., Norfolk Police were on a call for service in the 100 block of East Phillip Avenue.  They encountered Melinda M. Taylor, 42, of Norfolk.  A check of her name showed that she had an active York County arrest warrant.  She was taken into custody.  In a search of her purse, officers recovered a glass pipe that tested positive for methamphetamine.  She was then placed under arrest for possession of a controlled substance.  She was housed in the Norfolk City Jail and later transferred to the Madison County Jail.
