January 4, 2021 Press Release

On January 3, 2021 at 9:18 a.m., Norfolk Police responded to a one-vehicle accident near the intersection of 10th Street and Prospect Avenue. The reporting party stated that a car had hit a fire hydrant and that the driver appeared to be passed out inside the vehicle.  When officers arrived, they had contact with the driver who was identified as Patrick J. Harlan, 53, of Norfolk.  A check of his license showed that it was currently revoked. Officers could also smell alcohol coming from Harlan and he was asked to perform field sobriety maneuvers.  The maneuvers indicated impairment.  A chemical test of his breath showed that it was almost three times the legal limit.  Harlan was arrested for driving during revocation and enhanced driving under the influence of alcohol third offense.  He was housed at the Norfolk City Jail and later transferred to the Madison County Jail.

 On January 1, 2021 at 3:05 p.m., Norfolk Police were called to an apartment in the 1000 block of N. 6th Street regarding a disturbance.  When officers arrived they spoke to an adult female.  She explained that Shaun B. Jenkins, 37, of Norfolk, has been staying at her apartment, had been drinking heavily and is currently intoxicated.  They were in a verbal argument and Jenkins grabbed her around her neck with one hand.  She had red marks on her neck consistent with her statement.  She also described another incident, that occurred that day, where Jenkins struck her with a wooden back scratcher.  Officers briefly spoke with Jenkins and placed him under arrest for third degree domestic assault.  He was housed in the Norfolk City Jail and later transferred to the Madison County Jail.

 On January 1, 2021 at 3:49 p.m., Norfolk Police were called to a residence in the 800 block of S. 9th Street for a disturbance.  Two adult males were involved in a disturbance.  When officers arrived they had contact with one adult male victim.  The victim explained that Royce Leeds, 34 of Norfolk was refusing to leave the property and they became involved in a physical altercation.  The victim explained that Leeds had placed his hands around the victim’s neck and choked him to the point where he could not breathe.  The victim’s shirt was ripped and he had finger marks on his neck.  Officers spoke with Leeds and then arrested him for assault by strangulation.  He was housed in the Norfolk City Jail and later transferred to the Madison County Jail.

 On December 31. 2020 at 9:14 a.m., Norfolk Police were called to the area of 1st and Norfolk.  The caller stated that there was a female yelling at the passing traffic.  Officer located the female and identified her as Nicole R. Hartman, 39, homeless.  She was very agitated and appeared under the influence of an intoxicant.  Officers recovered an abandoned duffle bag and blanket lying on the sidewalk in the 100 block of S. 1st Street.  The bag contained Hartman’s Nebraska identification card and a small plastic baggie.   The bag appeared to be cut off from a sandwich bag as it was only a corner piece.   The bag contained a powdery residue that tested positive for methamphetamine.  Hartman was placed under arrest for possession of a controlled substance.  She was housed in the Norfolk City Jail and later transferred to the Madison County Jail.

 On December 30, 2020 at 8:29 p.m., a Norfolk Police officer performed a traffic stop on a vehicle that did not have any license plates.  The officer had contact with the driver who was identified as Austin J. Johnson, 22, of Osmond.  The officer could immediately smell marijuana coming for the vehicle.  The officer also noticed a THC/Vape "pen" in the cup holder of the vehicle. The vehicle was searched.  Officers recovered 77 THC vape cartridges with 1 gram of THC per cartridge, a measuring scale with marijuana residue, 50 empty plastic baggies, and a plastic baggie with 26 Adderall pills.  Johnson was arrested for possession of a controlled substance and possession of marijuana with intent to distribute.  He was housed in the Norfolk City Jail and later transferred to the Madison County Jail.
