July 15 Press Release

On July 14th, 2020 at 6:07 a.m. Norfolk PD officers were dispatched to a domestic disturbance at a
residence in the 200 block of S. Pine St. The officers had contact with a female subject who advised that
she was the victim of an assault. The female told officers that she had been choked. The officers could
see marks on the female's neck. The female advised that her boyfriend Travis Kubes 40, of Norfolk, had
her cell phone. Kubes saw something on the cell phone that upset him. Kubes then grabbed the victim by
the neck making it difficult for the victim to breath and threatened to kill the victim. Kubes fled the scene
before officers arrived. Later that day officers located Kubes and he was arrested for Felony Assault by
Strangulation and 3rd Degree Domestic Assault. Kubes was booked in the Norfolk PD jail and later
transported to the Madison County jail.


On July 12th, 2020 at 2:53 a.m. Norfolk PD officers were dispatched to the 1000 block of S. 13th St. A
witness observed a female subject that appeared to be intoxicated and was going to get into a vehicle
and drive. Officers located the vehicle and pulled it over and had contact with the driver Schuyler E.
Wragge 28. of Norfolk. Wragge showed signs of being intoxicated. Wragge became uncooperative and
attempted to walk past the officers and get in the vehicle to leave. Officers had to physically stop Wragge
and warned her that she would be arrested if she attempted to do this again. Officers continued the
investigation and again Wragge attempted to get into her vehicle. Wragge was then arrested for
Obstructing a Police Officer. Wragge was booked into the Norfolk PD jail for Obstructing a Police Officer,
DDI 2nd, and Refusal to Submit to a Chemical Test. Wragge was later transported to the Madison County
jail.


On July 6th 2020 at 3:16 a.m. Norfolk PD officers responded to a call of an assault at a residence in the
1100 block of Blaine St. When officers arrived they located and spoke to a female victim. The female
told officers that her ex-boyfriend Deshawn L. Gleaton 28, of Norfolk had assaulted her. The victim
advised that Gleaton was outside of her house and was texting her. Gleaton wanted her to come out and
talk to him. The victim said that she texted Gleaton that she didn't want to talk to him and she was not
coming out of the house. The victim then stopped replying to Gleaton. The victim advised that after she
stopped replying to Gleaton's text he became mad. Gleaton then entered the house through the back
door, uninvited. The victim said that Gleaton grabbed her by the neck and pushed up against a wall.
The officer could see injuries on the victims neck and chest. Officers were not able to locate Gleaton.
On July 12th 2020 Gleaton was arrested by Norfolk Police for Driving During Revocation. Gleaton was
Interviewed about the assault. Gleaton was booked on the Norfolk PD jail for 1st Degree Trespassing and
Felony 3rd Degree Dommestic Assault. Gleaton was later transported to the Madison County jail.
