July 20 Press Release

On Saturday July 18, 2020, at 4:51 p.m., Norfolk Police officers were called to a business in the 100 block of Norfolk Avenue for a disturbance. The reporting party stated that there was an intoxicated male outside the business causing a scene. When officers arrived the employee pointed out the male. He was laying on the ground in between a building and parked car. The male stumbled to his feet and took a fighting stance toward the officer and raised his fists. He then charged the officer trying to strike and kick him. The officer was struck in the side of the head by the male before the officer was able to take control of him and handcuff him. He continued to threaten officers after he was handcuffed. While placing him in the back seat of a police car, he head-butted the same officer in the shoulder. The male was identified as Alexander M. Monson, 23, of St. Cloud Minnesota. We was arrested for assault on a peace officer, resisting arrest, and obstructing a peace officer. He was taken to the Faith Regional Emergency Room for medical clearance into the Norfolk City Jail. Later he was transferred to the Madison County Jail.


On July 18, 2020, the Norfolk Police received several complaints on an intoxicated male. The first one was at 8:38 a.m. The male, identified as Rashid D. Perry, 20, of Norfolk, was yelling at family members in the 300 block of S. 10th Street. Officers was able to calm him down and he agreed to leave the area. A second call came in around 10:48 a.m. This time, Perry was one of two males yelling at passing cars in the 1000 block of Riverside Boulevard. Officers were able to convince Perry to return home. Officers were called back to the 1100 block of Riverside at 11:12 a.m. for Perry walking out into traffic and standing in the roadway waving his arms in the air. When officers had contact with Perry this time, he was placed under arrest for disturbing the peace. He was housed in the Norfolk City Jail and later transferred to the Madison County Jail.
