July 26, 2021 Press Release

On July 22, 2021 at 7:32a.m. Norfolk Police were dispatched to an apartment in the 100 blk of E. Benjamin.  A female called police and reported that a male subject who she was acquainted with had just assaulted her.  The victim advised that she arrived home and the male subject was waiting there for her.  During the investigation officer learned, the subject was waiting in the hallway when the victim arrived home from work.  The male subject had wanted to be in a relationship with the victim, but she did not and had rebuffed his previous attempts at a relationship.  The male subject pushed her into her apartment and demanded her phone.  The victim refused to give the subject her phone.  The male subject then punched her at least twice.  One of the punches was to her face.  Officers could see an injury above the victim’s right eye.  Officer checked the area, but were unable to find the suspect.  The victim identified the suspect as Francis Walker 38, of Norfolk.  While officers were on scene interviewing the victim, she received a phone call from Walker.  Officers were then able to locate Walker at his place of employment and arrested him for 3rd Degree Assault and 1st Degree Trespassing.  Walker was arrested and booked into the Norfolk City Jail.  Walker was later transported to the Madison Co. jail.

On July 23, 2021 at 8:51p.m. Norfolk Police were dispatched to a residence in the 1000 blk of Michigan Ave. on a report of a female subject that was being attacked by a male subject who was her boyfriend.  While officers were responding the female told dispatch that the male subject was threatening to burn the house.  The female reported that the male had a gas can in the house.  The male subject then started to pour gas on the porch outside the front door.  When officers arrived they could see that there was a fire.  They located the male subject behind the house.  He had started a fire behind the house and was pouring gas on the fire.  Officers order the male subject to stop.  The subject refuse and continued to pour gas on the fire.  He then threw the gas can on to the fire.  Officer attempted to take the subject into custody.  The subject resisted arrest.  The subject was taken into custody for Obstructing a Police Officer, Resisting arrest, and Attempted 2nd Degree Arson.  During further investigation officer learned that the female victim had been assaulted.  The male suspect put his hands around her neck and strangled her.  The female victim attempted to get out of the house, but the male subject held her in the house for approximately ten minutes.  The victim was able to break free and got out of the house.  A short time later is when the male subject threatened her with getting a gas can.  A short time after that the male subject started pouring gas on the porch outside the front door.  The male subject was identified as Victor G. Burkholder 41, of Norfolk.  Burkholder was arrested and booked into the Norfolk City jail for Strangulation, False Imprisonment, Terroristic Threats, Attempted 2nd Degree Arson, Obstructing a Police Officer, Resisting Arrest, and Carrying a Concealed Weapon.  Burkholder was later transported to the Madison Co. jail. 

On July 24, 2021 at 7:45a.m. Norfolk Police had contact with a male subject who was in a vehicle parked in a parking lot at E. Nebraska and N. Oak Street.  The male subject was a juvenile.  During the contact with the juvenile officers discovered, he was in possession of marijuana.  During a further search, a glass pipe, which contained methamphetamine, was located.  The male juvenile was arrested for Possession of a Controlled Substance, Possession of Marijuana less than an ounce, and Possession of Drug Paraphernalia.  He was later released to a parent. 

On July 25, 2021 a 2017 Lincoln MKT was reported stolen.  On July 26, 2021 at 2:00a.m. Norfolk Police officers observed the stolen vehicle and conducted a high risk traffic stop on the vehicle.  The vehicle was occupied by three 14 year old juveniles, 1 male and 2 females.  The male juvenile was arrested for Theft of the vehicle, No Operator’s License, Possession of Marijuana less than an ounce, and Possession of Drug Paraphernalia.  A female juvenile was arrested for Theft of the vehicle, Possession of Marijuana less than an ounce, and Possession of Drug Paraphernalia.  The second female was arrested for Curfew Violation.  All three juveniles were released to their parents.
