On July 30, 2023, at 1:04 a.m., Norfolk Police were called to a residence in the 300 block of North 12th Street for a possible auto theft.  It was reported that Ivan Capatillo, 23, of Norfolk, stole a white colored Pontiac Grand Prix from this residence.  The vehicle was located in the 300 block of South 10th Street, and it was unoccupied. A Madison County Sheriff's Deputy spotted Capetillo, and Capetillo ran from him. Capetillo continued to run from the police as they arrived in the area.  As officers pursued him, he threw the keys to the stolen car on the ground, which were recovered by officers.  Officers apprehended Capetillo and took him into custody. Capetillo was transported to the Norfolk City Jail. Once at the jail, a driving under the influence of alcohol investigation was conducted.  The results showed impairment with a breath alcohol content of .141.  Capetillo was arrested for driving under the influence third offence, unauthorized use of a motor vehicle, driving during revocation and obstructing a peace officer.  He was housed in the Norfolk City Jail and later transferred to the Madison County Jail
