On July 7, 2021 at 7:10 p.m., Norfolk Police were called to the area of the 100 block of East Benjamin Avenue for a male walking naked in the area.  When officers arrived, they located the male, but by this time, he was dressed in only blue jeans.  Officers identified him as Kyle C. Kirstine, 39, homeless.  Officers had a hard time communicating with him as his behavior was odd and when he spoke, his speech was unintelligible.  Officers recovered a glass pipe from him that tested positive for methamphetamine.  Kirstine was placed under arrest for possession of a controlled substance.  He was housed in the Norfolk City Jail and later transferred to the Madison County Jail.
