June 1 Press Release

On May 30, 2020, a Norfolk Police officer performed a traffic stop on a vehicle in the 100 block of S. 27th Street. The driver was identified as Ellis E. Cournoyer, 39, of Norfolk. A check of his license showed that it was currently revoked. He was then arrested for driving during revocation. In a subsequent search, officers recovered a glass pipe with residue. This pipe tested positive for methamphetamine. He was then also arrested for possession of a controlled substance. He was housed in the Norfolk City Jail and later transferred to the Madison County jail.


On May 31, 2020 at 3:06 a.m., Norfolk police were called to the area of 1st and Northwestern for a disturbance. The caller could hear loud banging in the area. Officers arrived in the area and had contact with two individuals. One was identified as Josephine D. Rundback, 21, of Bartlett Nebraska. The other was an adult male. Both had been inside a vehicle but quickly exited as officers were approaching them. One officer spoke to them as another officers looked at the vehicle they had been in. As the officer was looking through the window, the officer could see a small baggie of powder on the floorboard. Eventually, Rundback made her way back the vehicle and attempted to conceal this baggie, but the officers recovered it from her. The contents tested positive for methamphetamine. She was then placed under arrest for possession of a controlled substance. She was housed in the Norfolk City Jail and later transferred to the Madison County Jail.


On May 31, 2020 at 8:19 p.m., Norfolk Police were called to the 1900 block of Parker Circle for a physical fight. The caller stated that there were two females and five to six males involved in a physical altercation. All the parties involved, left in two different vehicles as officers were arriving. One of the vehicles was stopped by a responding officer. The driver exited the vehicle as he was stopped. The officer approached him and inquired about the fight. The driver denied being in a fight even though he had a bloody nose. The driver was identified as Dominic A. Juarez, 18, of Norfolk. When the officer initially approached Juarez, he could smell marijuana coming from the car. The front seat passenger was identified as Marlin AR Smith Jr., 19 of Norfolk. A back seat passenger was a 17 year old juvenile male. Officers searched the vehicle and recovered a .22 caliber revolver, multiple clear baggies in various sizes, multiple canisters for marijuana, a digital scale, two medium sized baggies with marijuana in them, and a clear plastic baggie with nine ecstasy pills. Both Juarez and Smith were placed under arrest for possession of controlled substance-ecstasy, possession of marijuana with intent to deliver, and carrying a concealed weapon. Both were housed in the Norfolk City Jail and both transferred to the Madison County Jail.
