On June 19, 2020 at 12:29 p.m., Norfolk Police officers had contact with Juan A. Loya, 30, of Norfolk, He was taken into custody as he had an outstanding Madison County arrest warrant. In a subsequent search, officers recovered glass pipe. The pipe tested positive for methamphetamine. He was then arrested for possession of a controlled substance. He was housed in the Norfolk City Jail and later transferred to the Madison County Jail.
