On June 28, 2021 at 9:00 p.m., Norfolk Police were called to a one vehicle accident in the 2400 block of W. Pasewalk Avenue.  The reporting party stated that a vehicle had went into the ditch, struck a fire hydrant, and was now fleeing the scene.  They provided a description of the vehicle.  Responding police units located the vehicle in the 900 block of N. 25th Street, driving northbound in the center, left turn lane.  The officer was driving southbound and the suspect’s car was drifting into the southbound traffic lane.  The officer had to pull onto the shoulder of the road to avoid a head-on accident.  The officer was able to perform a traffic stop and had contact with the driver who was identified as Justin L. Zohner, 40, of Norfolk and with a passenger that was also in the car.  The officer spoke to both occupants and recovered a can of compressed air from the driver.  It was determined that Zohner had inhaled this compressed air shortly before driving, causing his impaired driving ability.  Zohner was arrested for driving under the influence of drugs, fourth offense.  He was housed in the Norfolk City Jail and later transferred to the Madison County Jail.
