March 20th Press Release 2024

On March 19, 2024, at 12:42 p.m., Norfolk Police responded to the report of a suspicious male in the 200 block of South 2nd Street.  It was reported that the male had entered an apartment that he did not have permission to be in.  A second report was that the male was acting strange and had to be escorted out of an area business.  Officers located the male and identified him as Ernest L. Howard, 43, of Norfolk.  During this contact, officers recovered a glass pipe as well as a baggie of methamphetamine.  Howard was arrested for possession of a controlled substance.  He was housed in the Norfolk City Jail and later transferred to the Madison County Jail.

On March 19, 2024, at 3:40 p.m., Norfolk Police responded to a business in the 300 block of Norfolk Avenue for a disturbance.  It was reported that Jacoby D. Albrecht, 38, of Norfolk, had become upset inside the business and had damaged property inside.  Officers located Albrecht in the 200 block of East Norfolk Avenue.  When Albrecht saw the officers, he turned and walked away from them.  The officers continued to follow and asked him to stop many times, which he refused to do.  Officers caught up to Albrecht and attempted to take him into custody.  Albrecht resisted and refused to cooperate.  During the struggle to take him into custody, one officer deployed a Taser, and an officer received several cuts to his forearm.  Albrecht was taken into custody and arrested for obstructing a peace officer, resisting arrest and assault on an officer. He was housed in the Norfolk City Jail and later transferred to the Madison County Jail.
