March 24, 2021 Press Release

On March 29, 2021 at 10:07 a.m., Norfolk Police had contact with Dana K. Webb, 33, homeless, in the 800 block of W. Norfolk Avenue.  A check of her history showed that she had an active Madison County arrest warrant.  She was taken into custody.  In a subsequent search, a glass pipe with a white crystalline residue was recovered from her.  The pipe tested positive for methamphetamine.  She was also arrested for possession of a controlled substance.  She was housed in the Norfolk City Jail and later transferred to the Madison County Jail.

On March 29, 2021 at 7:45 p.m., a Norfolk Police officer observed a person he knows as Jason L. Koehler, 42, of Norfolk, driving a vehicle northbound on 13th Street.  The officer knew Koehler had an active Madison County arrest warrant.  The officer followed Koehler and had contact with him the 1400 block of Elm Avenue.  The warrant was confirmed and he was taken into custody.  Officers recovered a small baggie with residue on the inside of it from Koehler.  The residue tested positive for methamphetamine.  .  He was arrested for possession of a controlled substance.  He was housed in the Norfolk City Jail and later transferred to the Madison County Jail.

 On March 30, 2021 at 1:30 a.m. Norfolk Police were called to a business in the 800 block of W. Norfolk Avenue for a suspicious person.  The reporting party thought that a male was attempting to break into a business.  Officers discovered the male in the rear of the business.  He was identified as Ronald R. Mandl, 59, of Norfolk.  In a search of Mandl, officers recovered a glass pipe that tested positive for methamphetamine.  He was arrested for possession of a controlled substance.  He was housed in the Norfolk City Jail and later transferred to the Madison County Jail.

 On March 30, 2021 at 3:08 a.m., Norfolk Police were at a residence in the 300 block of S. 11th Street investigating the welfare of a juvenile.  During this time, officers had contact with Darren J. Wolf, 41, of Norfolk, inside the residence.  A check of his history showed an active Sarpy County arrest warrant.  When officers informed Wolf of the warrant and that he was under arrest, he ran out the rear door of the residence.  Officers pursued him for about one block before he was caught and taken into custody.  Wolff was arrested on the warrant along with obstructing a police a police officer.  He was housed in the Norfolk City Jail and later transferred to the Madison County Jail.

On March 29, 2021 at 4:45 p.m., Norfolk Police were called to an apartment in the 1800 block of Vicki Lane for a disturbance.  The caller stated that there was a man pounding on his apartment door and was threatening him with a sword.  When officers arrived, they located the male in the hallway next to the apartment door. The male was holding the sword and repeatedly refused to follow the officer’s command to drop it.  After several minutes, the male finally set the sword on the ground and was taken into custody.  He was identified as Levi Baldwin Jr., 67, of Norfolk.  He was arrested for terroristic threats.  Baldwin was housed in the Norfolk City Jail and later transferred to the Madison County Jail.
