On April 30, 2024, at 5:32 p.m., Norfolk Police were called to a business in the 1300 block of Monroe Avenue for a male potentially using illegal substances in a bathroom stall.  The reporting party advised a customer observed a syringe fall on the ground in the same bathroom stall that the male was in. Upon arriving on scene, officers spoke to an employee who stated that the male was still in the restroom stall and was banging on the stall door and sides.  Officers entered the restroom and could hear the male grunting and pacing around the bathroom stall, colliding with the walls and door of the stall. The male exited the stall and appeared to be under the influence of some form of illegal substance.  The male verbally identified himself.  Officers performed a fingerprint check with a portable Automated Fingerprint Identification System (AFIS) device and the male was identified as David A. Sage, 35, homeless.  This was not the name that he had verbally identified himself as.  A records check showed that Sage had two active arrest warrants.  He was taken into custody.  In a subsequent search, officers recovered multiple syringes and a glass pipe that contained methamphetamine residue.  Sage was arrested on the two active warrants, criminal impersonation, and possession of a controlled substance.  He was housed in the Norfolk City Jail and later transferred to the Madison County Jail.
