On May 1, 2024, at 6:26 p.m., a Norfolk Police officer took a theft report from a business in the 2400 block of Pasewalk Avenue.  A female customer self-scanned a $74.00 air mattress. When scanned, the mattress rang up as a six-inch brown plant pot with a total of $6.93. There were also wiper blades in the cart that did not get scanned with a value of $18.44.  This was all caught on video.  When the officer reviewed the video, he recognized the female as Jessica L. Elznic, 46, homeless. Elznic was located at an apartment in the 700 block of North 1st Street and found to have Adams County arrest warrants for shoplifting and driving under suspension. Elznic was arrested on those warrants and the Norfolk shoplifting. During the inventory of her property at the Norfolk City Jail, there was a container with white crystal-like residue and a glass methamphetamine pipe with residue. The pipe tested positive for methamphetamine.  She was then also arrested for possession of a controlled substance.  She was housed in the Norfolk City Jail and later transferred to the Madison County Jail.
