November 1st Press Release 2022

 

On November 1, 2022, at 1:01 a.m., Norfolk Police responded to a residence in the 1300 block of Impala Drive for a disturbance.  The 911 center received several 911 calls from this this address, yet no one would respond to the dispatcher.  The dispatcher could hear a male voice in the background that sounded agitated as well as a female voice and a baby crying.  Officers had contact with an adult female and Joseph H. Hoffart, 36, of Norfolk.  The female described that Hoffart returned from a bar intoxicated and started arguing with her.  Hoffart struck her in the back of the head as she lying on the floor.  She then retreated to the bedroom.  Hoffart entered the bedroom and put his hand around her throat until she briefly passed out.  Officers also spoke to Hoffart about the assault and arrested him for third-degree domestic abuse and strangulation.  He was housed in the Norfolk City Jail and later transferred to the Madison County Jail.

On October 31, 2022 at 6:25 p.m., Norfolk Police responded to a business in the 800 block of South 13th Street for a recovered property call.  The officer was provided a purse that had been left behind at a cash register.  While looking for identification in the purse, the officer located a glass THC wax bong portion, and two small red straws that appeared to have residue inside them.  The officer tested the straws and they were positive for methamphetamine.  Employees showed the surveillance camera footage of female leaving the purse.  The officer recognized the female as Crystal L. Legate, 47, of Norfolk.  The surveillance video also showed Legate leaving in a car that the officer recognized.  Later in the evening, the officer observed Legate driving the same vehicle.  The officer conducted a traffic stop and spoke to Legate and a male passenger.  The passenger had an active protection order against Legate.  Legate was arrested for possession of a controlled substance and for a protection order violation.  She was housed in the Norfolk City Jail and later transferred to the Madison County Jail.
